Billing continues to be one of the most common reasons customers contact EWOQ.
For most customers, a bill helps them understand their consumption, manage household budgets and make decisions about their energy and water services.
While many complaints relate to individual circumstances, our investigations show some can indicate broader systemic issues. Recent complaints have highlighted challenges associated with system changes, account administration processes and the increasing complexity of energy billing.
What the complaints reveal: Major system changes remain one of the highest-risk periods for customer billing outcomes, particularly where billing processes rely on multiple systems, data sources or manual controls.
Key insight: Billing complaints can be an early warning sign that something larger is happening behind the scenes.
What customers are telling us
Customers rarely describe their experience as a billing systems problem. Instead, they tell us about uncertainty, frustration and the challenges of managing unexpected costs.
They tell us:
'I don't know if I owe this money or not.'
'The bill arrived months later and I had no way of budgeting for it.'
'Every time I spoke to someone, I got a different answer.'
'I just want to understand how these charges were calculated.'
Customers often tell us their frustration stems not only from the billing issue itself, but from unclear information, inconsistent explanations or difficulties resolving the problem.
For some customers, billing issues create short-term inconvenience. For others, they can result in significant financial stress, particularly when large retrospective adjustments, delayed bills or repeated account errors occur.
Complaints also reveal that customers often struggle to distinguish between different causes of a billing problem. A customer may experience a delayed bill, but the underlying cause may stem from a meter data issue, system migration, tariff configuration error or internal business process failure.
Behind the complaints
A billing complaint is not always a one-off mistake. Sometimes it highlights a broader issue in systems, processes or controls.
Complaint trends show that system changes, data issues and account administration errors can affect billing accuracy. When problems are not identified quickly, customers may receive unexpected bills and providers may need to undertake significant remediation.
These complaints reinforce the importance of strong controls, early detection and clear communication.
Why it matters
Accurate and timely billing is fundamental to customer trust. Customers rely on billing information to understand usage, manage costs and make informed decisions about their services.
When billing processes fail, the impacts can extend beyond account corrections and refunds. Customers may experience:
- financial stress
- confusion and uncertainty
- reduced confidence in providers
- additional effort required to resolve issues.
Billing issues can also increase complaints and remediation costs for providers.
Importantly, complaint data demonstrates that small process failures can sometimes reveal larger systemic risks.
What we’re learning
System changes require strong controls: Major technology and platform changes can deliver significant benefits, but they also create risks if testing and monitoring arrangements are not robust.
Communication matters: Customers are more likely to remain engaged and confident when providers communicate clearly and proactively about issues affecting their accounts.
Small issues can become systemic issues: A single complaint can be the first indication of a broader problem affecting many customers.
Timeliness is critical: Customers are best placed to manage costs and make informed decisions when billing information is accurate and provided at the right time.
Questions for the sector
As billing systems continue to evolve, several questions emerge from the complaints we are receiving:
- How can providers identify customer impacts earlier during major system changes?
- Are existing controls sufficient to detect billing issues before they affect large numbers of customers?
- How can businesses better use complaints and dispute data as part of risk management?
- How can customers be informed more effectively when billing issues occur?
- How can industry balance innovation and digital transformation with strong consumer protections?
Complaint insights suggest these issues remain important areas of focus as billing systems and customer expectations continue to evolve.
